The LHSFNA was established in 1988 by LIUNA and its signatory contractors with one core belief: everyone deserves to work in a safe environment and have access to quality health care. The Fund makes that mission a reality through programs, advocacy and direct support to LIUNA affiliates.

- The portable worker credentials, certification, and licenses that Laborers and contractors need, meet regulatory requirements and industry standards.
- Delivery of the industry's best accredited curriculum, by the construction industry's finest independent third-party accredited trade Instructors. Together, both provide validated quality that Laborers need, and contractors ask for.
- Over 56,000 apprentices every year meet both U.S. Federal and State Department of Labor registered Apprenticeship Programs, and Canada's Provincial Skilled Trades requirements.
- LIUNA creates a pipeline of the next generation Laborers with the 4-year LEARN High Schools Program and an Apprenticeship Readiness Program.
